It appears to be a free giveaway from a Swedish girls' magazine, which offered a similar cut-out and keep figurine each week.

This week's offering is the star of the He-Man and Rocky films. You can see the strong likeness, namely that it is Dolph Lundgren.
And the cool outfit presented here suits this tough young man perfectly!

Before you begin cutting, paste the whole clipping onto a piece of stiff card. Good luck!

Next week there will be another cut-out figure for you.
