That's right. In summary it says that, after a bit-part in 007's View to a Kill and a much bigger role in Rocky IV, the 'blond Swede' is now going to get his first starring role as He-Man, the hero of the Masters of the Universe franchise which is so popular in the USA, in a production for Golan-Globus' Cannon Group.
It adds that: "the film will offer the opportunity for Dolph to return to the big screen in a role which requires muscle."
Was his He-Man role announced in the spring of 1986?

Yes, they made their initial approach to him in late '85 after Ed Pressman saw him promoting ROCKY IV (not even sure he had seen the film) and his attachment was first announced publicly in circa February 1986 (right before or the day Cannon hosted a big party in their new buildings).

So the announcement of his He-Man role must have been made at
this party - with Dolph pictured alongside Manahem Golan of Cannon/Golan-Globus.
The image is dated to February 1986.
