It's a cameo (2 days of work) in Russian speaking movie. Did that for a producer he knows in Russia (maybe Bob Van Ronkel), probably as a favor.

It's even called THE HANGOVER on a poster hanged at AFM

It's obviously a small Russian version of THE HANGOVER, it took two years for it come out in its home country, so it sure ain't very promising but there's little chance we ever see it anywhere else (just like that crazy Russian comedy where Van Damme played some sort of Napoleon a few years back)...
Dolph did this cameo as favour to his friend Rob Van Ronkel who co-produced it, and took the opportunity to scout locations around the Red Sea and Egypt for an adventure project he has or had.
