... a Biathlon rifle while on cross-country skis in some mountainous place in winter?

I remember seeing the trailer but can't remember the movie's name.

That's odd. I distinctly remember a trailer in which the hero does a ski-jump
over the roof of a building, rotating about his vertical axis, and shooting at
a couple of bad guys with a Biathlon rifle.

If not Dolph, then who?

Surely not the muscles from Brussels.

Was thinking the same thing. Roger Moore would be my guess.
