So according to a little digging, there's another project aside from HELLFIRE called SHOWDOWN AT THE ODESSA that just wrapped yesterday, and I think that's where the shots of DL in black and blond wigs come from...

And it seems to co-star Terence Howard and John Savage.

Yes, Stephen Lang will have a strong end of 22 / early 23, so it makes sense to capitalize on his name. Even if Dolph's part is small, at least he'll share screentime with both actors, which is nice.

The film is about a drifter (played by Stephen Lang) with a mysterious past who arrives in a small town and finds the residents in the grip of a ruthless crime boss and realizes he has to help them.
