Nice find!

Yep it was shot under the title of HELLBENT (as the copyright also attests it: © Filmline International (Hellbent), Inc.) and soon changed to THE PEACKEEPER, actually before that I think there was even called RED ZONE.

Hey could you scan the whole page (even if it's all the Nu Image/Millennium projects) please?

John Turlesky's CHAIN OF COMMAND (2000), with Patrick Muldoon and Michael Biehn, clearly seems to be an unconfessed remake of THE PEACEKEEPER; and who's playing the US president but Roy Scheider again!

The rooftops car chase.

By the way THE PEACEKEEPER (produced under the title HELLBENT, which was changed during post-production) was the first feature for French director Frédéric Forestier who went on to direct some big budget movies in France. The film cost about $10 million, but only 6 million were really used to make the film, the rest was various above the line fees including Dolph's salary (~2mil).

I'm confused... I thought the film was called Etat D'urgence in France? The trailer bears the Peacekeeper title...

Yes it is, it's just that they didn't replace the original title card in the trailer while voice-over says "ETAT D'URGENCE"...

Oh, I see. I ask, because I bought a Dutch version of the old Renegades movie with Kiefer Sutherland which is called Hamnarana on the box but retains the english title in the opening credits of the film.

It cost less to keep the original title there, especially if the title is on a filmed shot and not a black title card. Used to be very expensive at the labs to do process these operations..

PARANOÏA (1993), Frédéric Forestier's short film (starring Jean Reno and Michèle Laroque) that helped him get noticed at Slamdance's festival (1996 first edition) and sign a deal two months later at Cannes to direct THE PEACEKEEPER.

Pitch:
"Two gangsters are bringing a ticking timebomb into a skyscraper, when suddenly they get stuck in the elevator."
Hummm, sounds familiar...

Vintage review:
The first International film Slamdance showed was actually a french short called "Paranoia" which is being shown before "Rifle." Noted also as Slamdance's first widescreen film, "Paranoia" is a ten minute trip in an elevator with two thugs with a time-bomb in a suitcase, unexpected guests, and more bombs. Director Frederic Forestier originally started the short in 1991 and finally finished the expensive "Filcker" in 1993 at a total of about $200,000 (mostly due to the popular French actors that were used.) Forestier later commented that having a star in his film really makes no difference on its success. Being part live action and part computer animation (via a home Amiga system,) Forestier did claim that he was able to cost his FX cost to one-tenth of the cost of pyrotechnics and other live FX by using computer animation. After viewing the short, I think more money could have been saved by not even filming the second half, which seemed somewhat disjointed where more and more people with little motive eventually bomb the entire world. A cute film, it reminds me of an old college project I did that got out of hand. "The Delicate Art of the Rifle" followed and made me really hate people that don't give films a chance.

Since then, Forestier turned down PEACEKEEPER 2,3,4 (he was even offered FROM DUSK TILL DAWN 3), developed sci-fi projects that didn't get off the ground, and went on to make direct and co-direct bigger popular French movies like DEAD WEIGHT, THE GODFATHERS, ASTERIX AT THE OLYMPIC GAMES, STAR 80...

Robert Aldrich's long forgotten and recently rehabilitated TWILIGHT'S LAST GLEAMING (1977) is quite possibly a strong influence on THE PEACEKEEPER (which is likely an unconfessed remake):

That's quite a cast! Never heard of that movie before though.
