Yes, the seond interview is only on the DVD.
And the uncut version on the BR is easily found (but of ... well, questionable quality).

...on the DVD included in the Combo, we find a second interview with Jérémie Damoiseau (12 minutes) who provides an a fascinating presentation of the film. He puts the film back in its context, comes back on the first encounter between Vic Armstrong and Dolph Lundgren. He then evokes the influence of John Woo and Raoul Walsh on the movie, on the different endings that have been shot, as well the implication of Dolph on the project. He also explains that Dolph Lundgren is always a little reluctant to practice martial arts in his films because of his big height - indeed, when you measure 1,96 meters, no need to do jumped kicks! A fascinating subject, that we would have loved to find on the Blu-ray."
