Despite rumors persisting that Dolph was approached for CAPTAIN AMERICA, director Albert Pyun confirms that's not the case, at best a name in Menahem Golan's wishlist (plus at the time DL was not ready to renew his uncomfortable MASTERS experience as a "superhero" and under Golan):
Rumored stars were Val Kilmer, Dolph Lundgren, and even Arnold Schwarzenegger. “I don’t remember going after Val or Dolph or even Arnold. Those sound like Menahem’s ideas, but not mine.”

Well, that's not a "missing act" as we say in France (despite the fact that i loooove this movie, it's really really bad and wouldn't have done any good to Dolph's carreer).
