Absolutely. Since actors are, I would not call it a pure action stars. Would be in a pure action star Dolph safe list in the top 10!

I like some movies with him, but a really good movie a long time ago.

I like the early Seagal movies but, I'd say that JCVD is a bigger star for example, and Dolph would be closer than 26 positions away. I'd put John Wayne and Charles Bronson before SS too.
