I'm pretty sure this has to do with the European co-production financing model, with Canal Plus, Arco Films and Polygram and some of the institutions involved, it was almost guaranteed a limited release in most European countries (it was also good for quotas was maybe even contractual). (btw MEN OF WAR went theatrical almost everywhere in Europe except the UK and Germany)
