It did come out theatrically in most countries, but indeed Dolph came out a winner of UNIVERSAL SOLDIER (just like he did in THE EXPENDABLES) and yet I just don't get why US, UK and Germany didn't give it a chance and sent it straight to video. But my understanding is a lot of distributors didn't believe that Dolph could bring audiences to theaters as a lead hero. As for the US, the fact that it took even one more year to come out compared to the other territories, tells me that he probably almost got a theatrical release and then they backed out and shelved it for a few more months...
