You the rumor is that he was in talks with Australian producers when he was there filming THE PUNISHER (summer/fall 1988) to star in THE PHANTOM? It was in this TV magazine article but I've never found any other confirmation of it...

Yes, I read that. The movie finally got made with his BoR co star Billy Zane (I'm a huge fan of this, probably one of the only fan it got).

I'm sure it was a clever move from Dolph not to do it in the end.

I don't think other newscasters interviews were that much better in that era whether it's for Dolph or others (especially if they're action stars), it's like they speak for the average Joe with all but clichés in mind.
