I doubt Sly and Dolph would do something as menial as location scouting for a film without a director attached.

Well Dolph was not in Tunisisa (it was said March 25-26), not sure if Sly was.

In any case it wouldn't have been proper location scouting but some light prospecting although really my take is that it's the government over there lobbying for Sly to go. That said I remember Sly taking Dolph to Mexico soon after the EX1 release to possibly set EX2 there, although it also seems to be an excuse to hang out and have a good time.

Dolph is talking with more confidence about EX4 this time. In older interviews he told that he really doesn't know but that he heared something about the development of EX4. Now, it seems that Sly really has approached him for EX4.

The only upside to this I could possibly see is Dolph can probably ask for an expanded role thanks to the business Aquaman and Creed 2 did. Or he can just pass on it entirely if it's not a sizeable role.

Other than that I'm particularly thrilled to see another expendables unless it's more in the vein of the first movie and stays away from being too campy.

On than the overall script and released film, the important thing regarding Lundgren is not only that Gunnar gets well written, AND that he doesn't get too much of scenes and character arc on the cutting room floor (be assured he's not the only one)...
He does get to raise some of his concerns or demands across to Sly and changed, but it doesn't always always shows in the final films.

I don't mind if he only has 5 minutes in the film like part 1, as long as it's an actual role, but I'm not going to expect anything more than another 100 minute big screen youtube compilation at this point.
