PG-13? Sad. Typical of movie studios and suits to find excuses for movie flops that aren't accurate. That's why we don't get female led action films, or ones with particularly original or daring stories.

Switching to a PG-13 rating makes sense, especially with the marketing they've been using. With the new, younger cast additions and the FAST AND FURIOUS font, they've clearly been aiming for a younger audience. Then again, I'm not the biggest plan of the new marketing strategy either. Personally, I don't see EX3 making a whole lot more than EX1. The fanbase is already built, and despite what producers think, Lutz and Ortiz aren't exactly huge draws with teenage audiences...
